Yelan is a new character that was just released with the 2.7 patch update. Since the last few patches, hoyoverse often releases characters with hydro elements. However, it seems that all water attribute elements should be ready compared to xinqiu, a 4-star character.

1. Easy to build

Yelan has a very interesting passive skill and is good at buffering other characters. Passive yes initially is:
