Holy Crystal’s second passive is to increase magic attack on skills by 15%. To activate this passive, you must attack the target with a skill, not a normal attack. Then your next skill gives 15% magic attack. This effect lasts 3 seconds. So if you don’t use the skill within 3 seconds, the effect will go away. In the meantime, the cooldown on this second passive is 10 seconds.
To activate this second passive, you must first use a skill. Then your next skills will see a 15% increase in magic attack. For example, if you use skill 1 Cycloops on the target, the next magic attack skills 2 and 3 will be increased by 15%.

The above passive is no longer valid on the original server as the game already contains patch 1.3.88. The passive of Holly Crystal items is now to provide an additional 21-35% Magic ATK that increases depending on your level.
